TLILIC0040 Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity) 7th, 8th, 9th & 10th April 2026
Course Overview:
This unit specifies the skills and knowledge required to operate a non-slewing mobile crane with
a Maximum Rated Capacity (MRC) exceeding 3 tonnes safely, in accordance with all relevant
legislative responsibilities. Competence in this unit, does not in itself result in a HRWL licence to
operate this plant. Non-slewing mobile crane means a mobile crane incorporating a boom or
jib that cannot be slewed, and includes:
• an articulated mobile crane
• a locomotive crane
• but does not include vehicle tow trucks.
A person performing this work is required to hold a non-slewing mobile crane HRWL. This unit
requires a person operating non-slewing mobile crane with an MRC exceeding 3 tonnes to:
• plan the work/task
• prepare for the work/task
• perform work/task
• pack up
Who Should Attend:
Pre-Requisites/Entry Requirements
Halo Nation Training do require learners to meet the following local entry requirements:
• A current National High-Risk Work Licence (HRWL) or a certification for a specific VET course for HRWL
to perform dogging.
• Maths is a major part of the theory component and a sound understanding is essential to be able to
complete this training.
• Learners must be aged 18 years or older.
• Photo Identification is required to be sighted prior to course commencement
• Language, literacy and numeracy skills required to interpret work instructions, equipment
operating instructions.
• Learners must be dressed in their normal work clothing and be wearing steel capped boots.
• Learners must be alert and physically capable of driving safely.

Certification:
On successfully completing the training and assessment you will be issued a Statement of
Attainment issuing you the unit of competency: TLILIC0040 Licence to operate a non-slewing
1mobile crane (greater than 3 tonnes capacity)
This unit of competence is nationally recognised and provides individuals with a valuable
outcome that is recognised throughout Australia.
The issuance of the unit of competency will provide you an important part of the eligibility
criteria to obtain a Non-slewing mobile crane (class CN) High Risk Work Licence license. Please
refer to the section “Non-Slewing Mobile Crane with Work Safe Tasmania” for more information
of the licensing process.
